MPA to Address Mass Flow Meter Dispute Resolution

The Maritime and Port Authority of Singapore (MPA) will address the matter of Mass Flow Meter (MFM) dispute resolution at October's Singapore International Bunkering Conference and Exhibition (SIBCON 2016), conference organizers IBC Asia said Thursday.

As Ship & Bunker has previously reported, MFM bunkering for HFO will be mandatory in Singapore from January 1, 2017

In preparation for that, over one third of the country's registered bunkering vessels have already been fitted with the technology, and are delivering over 1 million mt of bunkers via MFMs every month

"Technical and operational benchmarking though is critical, and some answers are still being sought," said IBC Asia.

Local regulations mean the MFM quantity reading on the bunker barge will be final, irrespective of whether there is another MFM on the vessel showing a different reading.

Nevertheless, the shipowner may still contest the reading, with the resulting investigation likely to focus on whether the delivery was made in full compliance with the appropriate procedures.

IBC Asia says SIBCON 2016 will answer important questions such as: What are recent implementations telling us? What is the nature of disputes we have seen? What is MPA's role in the process? How can the surveyor add value?

SIBCON 2016 takes place 4-7 October 2016 at Resorts World Sentosa, Singapore.
