Skuld Warns Members to Be Prepared for Hong Kong Emissions Rules

P&I club Skuld has advised members to be aware of new emissions standards emerging in Hong Kong.

"Vessels should be prepared, so that they have the requisite fuel on board prior to berthing and that fuel switch over procedures are conducted in a safe and timely fashion," said Skuld.

Skuld said the new regulations would affect ocean going vessels (OGVs) after the first hour from the time of docking until the last hour before departure.

Earlier this month, Hong Kong was said to be planning to implement a sulfur cap for OGVs on July 1.

Under the new rules OGVs will be required to burn bunkers with no more than 0.50 percent sulfur content by weight while at berth in Hong Kong.

The use of scrubbers to bring Sox emissions down to an equivalent level will be permitted.

A breach of the rules will carry a maximum penalty of $200,000 and six months in prison, while failing to keep accurate records may see shipowners fined $50,000 and three months in prison.

Skuld said members should keep up to date with environmental regulation landscape as other locations consider putting in place emissions rules.
