The International Bunker Industry Association (IBIA) has announced that the IBIA Asia has established the Bunker Surveyor Sub-Committee to support the development of Standard Operation Procedures (SOP) on Mass Flow Meters (MFM) for bunker surveyors in Singapore.

"The intention of the SOP is to help bunker surveyors identify their responsibilities and roles within the MFM framework in Singapore," explained IBIA, noting that the guidance will cover professional ethics, safety, health and environment, and documentation.

The sub-committee is noted to have been formally established during a meeting on July 22, with Douglas Raitt, Global FOBAS Manager at Lloyd's Register FOBAS, serving as its first chairman.

The July 22 meeting, which is said to have been attended by 26 representatives from 18 companies, including major surveying firms and the Maritime and Port Authority of Singapore (MPA), saw the discussion of the draft SOP and resulted in a number of suggested amendments.

"This Sub-Committee will continue to develop the SOP which, it is hoped, is nearing its final draft," said IBIA.

"Once completed, IBIA Asia will invite all the surveying companies in Singapore to adopt the SOP, which has been designed to work within the TR 48 technical standard and has support from the MPA," said IBIA of the SOP.

On Friday, IBIA said that IBIA Asia is in an "ideal position" to train and educate the industry on mass flow meters (MFMs).
