Revised Singapore Bunkering Standards to be Effective From September 1, 2015

The Maritime and Port Authority of Singapore (MPA) this week announced that the revised bunkering standards SS600:2014 and SS524:2014 will be effective form September 1, 2015.

"From 1 Sep 2015, all bunker suppliers, bunker craft operators and bunker surveyors [in Singapore] are required to comply with the requirements of SS600:2014 and SS524:2014," said MPA.

The new standards were first unveiled in October at the SIBCON 2014 conference in Singapore.

MPA said the new standards aim "to further enhance consistency in practices in the delivery of bunkers for vessels calling at the Port of Singapore."

SS600:2014 sets out a code of practice for bunkering, including guidelines and procedures for tank gauging and the safe and efficient delivery of bunkers.

SS524:2014 is concerned with quality management of the bunker supply chain.

"The improved standard incorporate[s] the latest developments in international quality management systems and practices set out jointly by the International Organization for Standardization (ISO)," said MPA.

"Such alignment is necessary for bunker operations in Singapore to continue to be on par with international benchmarks."

"Shipowners / bunker buyers, charterers, operators and shipping agents are urged to adhere to the requirements and procedures of the latest standards when their vessels call at Singapore for bunkering," added the Authority.

In February, MPA announced changes to its board membership.
