Paris MoU: No Physical Sulfur Checks Required

A meeting of members of the Paris Memorandum of Understanding on Port State Control (Paris MOU) on Wednesday agreed in Sochi, Russia that only bunkering documents will be required to be checked under new guidelines for sulfur compliance inspections, PortNews reports.

The agreement does not provide for mandatory physical inspections, it is understood to have been revealed by Vitaly Klyuev, Deputy Director of the Department of State Policy for Maritime and River Transport of Russia's Transportation Ministry, and Vice-Chairman of Paris MOU.

Paris MOU includes 27 national maritime administrations as members, covering most nations (except, notably, the U.S.) whose coastal waters will be affected as of January 1, 2015 by the new sulfur rules for Emissions Control Areas.

It is unclear whether document inspections will go far enough for all maritime authorities, with the EU earlier this year said to be looking into carrying out physical inspections.
