P&I Club Warns on Substantial Changes to Singapore Bunkering Procedures

West of England P&I (West of England) Friday issued a warning to vessel operators of "substantial" changes to Singapore bunkering procedures that are set to result from the implementation of mass flow meter (MFM) requirements.

As Ship & Bunker has previously reported, the Maritime and Port Authority of Singapore (MPA) will make the use of the technology mandatory for MFO bunkering in Singapore from January 1, 2017 - the first port in the world to do so.

"The use of mass flow meter technology will substantially change bunkering procedures," said West of England.

"With the universal introduction of the mass flow meter on bunker tankers in Singapore, vessels calling at the port need to be aware of the recommended procedural changes when residual fuel oil is being supplied via a mass flow meter."

The P&I group suggests that Safety Management System bunkering procedures and associated checklists will require modification in light of the new requirements.

The organisation also provided a summary of the principal actions that should be taken when receiving bunkers from a vessel using a mass flow meter in line with the Generic Mass Flow Meter Delivery Procedure and the Technical Reference for Bunker Mass Flow Metering Placard published by Singapore authorities.

Last month, Mustafa Muhtaroglu, CEO of Turkish supplier Energy Petrol told Ship & Bunker that, despite Singapore's MFM requirements, the technology is not a "magic box" that will solve all of the problems in the bunker industry, but rather the route to a better industry is to focus on better people.
