The International Bunker Industry Association (IBIA) Friday said that the International Bunker Industry Association (Asia) Ltd (IBIA Asia) is in an "ideal position" to train and educate the industry on mass flow meters (MFMs).

As Ship & Bunker reported in June, IBIA Asia relocated its office to 110 Robinson Road, #04-00 Singapore 068901 - a move said to double its classroom space, enabling future courses, and seminars to be conducted with a larger number of participants.

IBIA's announcement comes in anticipation of the Maritime and Port Authority of Singapore's (MPA's) January 2017 implementation date of a requirement that will make it mandatory to use a MFM system for all Marine Fuel Oil (MFO) bunkering in Singapore.

IBIA says it plans to offer a one-day general course on MFMs, called "Familiarisation on Bunker Mass Flow Metering," which will be open to everyone and will start from early September.

"This course is aimed at all the busy industry executives who want to have a better understanding or working knowledge of mass flow meters, but cannot afford to take more than a day out of their schedules," explained IBIA.

"It will be suitable for bunker buyers, bunker traders, ship owners, technical department personnel and other interested parties."

IBIA says the course will be offered at a fee of S$650.00 ($485.11) per person, with a 25 percent discount granted to IBIA members.

In February, Captain M Segar, Assistant Chief Executive of Operations for MPA, said that prior to the January 2017 requirement for MFM use, upward of 500,000 metric tonnes (mt) of bunkers were already being delivered monthly using the technology.
