Skuld: Yemeni Shipping Ban Calls for Urgent Risk Assessments

P&I club Skuld Friday issued a member advisory warning to shipowners and charters considering calling Yemeni ports.

Skuld said the Yemeni government in exile in Riyadh, Saudi Arabia, has issued a ban on all but essential shipping into the country, such as vessels carrying food supplies.

It is understood that Saudia Arabia has been asked to enforce the ban and ships may be allowed entry after receiving permission from both the Saudi government and the Yemenis government in exile.

"Before proceeding to Yemen, or even going close to its territorial waters, an urgent risk assessment has to be undertaken," said Skuld.

Skuld said reports are emerging that ships are facing several delays while being inspected and that some are not being allowed through the blockade.

Oil major Total is said to have shut its Balhaf LNG Terminal, citing force majeure, as the security situation has deteriorated.

The UN Security Council is also understood to have passed an arms embargo against the Houthi-led rebels and their allies.

"Going forward it is likely that Yemen will now experience a significant period of conflict, and as such members should very careful consider the matter before agreeing to any charter with an intended Yemeni call or with a liberty to call at any Yemeni port," said Skuld.

Last week, MPA warned the Singapore shipping community against calling Yemeni ports due to safety concerns.
