President Trump Renews Attack on IMO NZF, Says 'No Global Taxes' While He Is President
US President Donald Trump has renewed his criticism of the IMO’s proposed Net-Zero Framework (NZF), calling its proposed emissions pricing mechanism a “global carbon tax”.
Trump made the remarks on Tuesday, during his address to the 81st session of the United Nations General Assembly in New York.
“Last year, my administration was forced to intervene to stop an obscure UN body, the International Maritime Organization, from secretly establishing a first-ever global carbon tax,” Trump said in his speech.
He claimed the measure would increase international shipping costs by 10-20%, “and maybe more than that”.
“There is no global government,” Trump said.
“And while I’m president, there will be no global taxes.”
The comments come as the NZF remains under consideration after member states postponed its formal adoption in October 2025.
Ahead of the October 2025 meeting, Trump said in a social media post that the US would not adhere to the framework in any way or form. At that time, his administration also warned of potential retaliation against countries supporting the framework.
Trump’s latest comments come as IMO member states prepare to meet again next month to discuss the framework and seek consensus, with the aim of adopting the proposal in December.
The NZF includes a global fuel standard and an economic mechanism designed to price greenhouse gas emissions from international shipping.
