SIBCON2026: Singapore Prepares for Phase 2 of Digital Bunkering with November Grant Call
The Maritime and Port Authority of Singapore (MPA) will launch a grant call in November to support trials under the second phase of its digital bunkering initiative.
The next phase aims to automate the flow of bunkering data from mass flow metering (MFM) systems to industry stakeholders and regulators, reducing manual data entry and improving data integrity.
The announcement was made at SIBCON 2026 event on Wednesday.
“MPA will launch a grant call in November 2026 to support selected trials for Phase 2, it said.
“Licensed bunker craft operators can apply together with their technology partners to participate.”
Electronic bunker delivery notes have been the default documentation for bunker operations in Singapore since April 2025, under the first phase of the initiative.
MPA also plans to introduce Bunker Supplier Management System 2.0 in the second quarter of 2027.
The upgraded platform will bring bunkering-related regulatory transactions, licence applications and submissions together in one system.
"We will now embark on phase two of the digital bunkering initiative, moving beyond digital documentation towards a trusted digital data ecosystem," Murali Pillai SC, Senior Minister of State for Law and Transport said during his speech at SIBCON today, where Ship & Bunker was present.
“We will work with industry to capture data at source and transmit it directly to digital bunkering systems and the MPA, reducing intermediary handling and providing greater assurance over transaction integrity."
