Singapore to Issue Additional LNG Bunkering Licences
Singapore has opened applications for additional licences to supply LNG as a marine fuel.
The process is open to both existing LNG suppliers and new entrants, the Maritime and Port Authority of Singapore (MPA) said in a statement on its website on Wednesday.
The move follows updates to Singapore's LNG bunkering licensing framework and standards, which now allow for sea-based LNG reloading and the supply of liquefied bio-methane and e-methane in the port.
Singapore, the world's largest bunkering hub, saw a record annual total for marine fuel sales in 2025 of 56.20 million mt, according to data released by MPA on Tuesday.
LNG bunker sales grew by 23.1% year-on-year to 571,400 mt in 2025.
Under the requirements, licensees must have end-to-end LNG bunkering arrangements in place and own or charter at least one LNG bunker vessel registered in Singapore.
Applicants are also required to outline plans to supply lower-emissions LNG fuels and measures to monitor and mitigate methane slip from bunker vessels.
Applications must be submitted to MPA at greenport@mpa.gov.sg by March 27, 2026.
