Skuld Welcomes Singapore Mass Flow Meter Mandate

Shipowners and charterers should welcome Singapore's mandate on the use of mass flow meters for bunkering, marine insurer Skuld said in an advisory to members.

"The use of Mass Flow Meters significantly improves the ability of both vessel and bunker barge to be certain about the actual quantity of bunkers being delivered," Skuld wrote.

"This reduces the scope for disputes for all concerned, Owners, Charterers and Suppliers."

Sales volumes at the port, the world's largest for bunkering, were 42.7 million tonnes in 2013, making the change in policy a significant one for the shipping industry, the insurer wrote.

The Maritime and Port Authority of Singapore (MPA) announced last month that it would make use of the meters mandatory as of January 1, 2017.
