Malaysia Launches Green Bunkering Regulatory Roadmap
Malaysia has launched a regulatory roadmap aimed at developing a national framework for sustainable marine bunkering and alternative fuels.
The roadmap, launched during Malaysia Maritime Week 2026 last week, according to a social media post from Ministry of Transport Malaysia last week.
It sets out nine actions covering digital licensing, safety standards, fuel handling, green port investments and clean fuel regulations
Developed with the Australian Government through Partnerships for Infrastructure, the roadmap is intended to translate Malaysia’s green maritime policies into practical regulations across its ports.
The roadmap includes safety frameworks for methanol and ammonia bunkering, digital licensing and a proposed longer-term Clean Fuels Act.
A key reform will take effect in February 2027, when bunkering licences will be consolidated into a single-window process managed by the Ministry of Transport.
The system will replace approvals previously required from about eight agencies.
