UK Publishes Shipping ETS Compliance Guide Ahead of July Launch

The UK government has released detailed guidance to help shipping companies prepare for the inclusion of maritime transport in the UK ETS from July 1.

The guidance outlines which vessels and operators fall within the scheme, the emissions monitoring requirements, the reporting procedures, and the allowance surrender obligations, according to guidance released on Monday. 

It applies primarily to ships of 5,000 GT and above engaged in domestic UK voyages and in-port activities.

Maritime operators must submit an emissions monitoring plan within 42 days of commencing a regulated activity and monitor emissions of carbon dioxide, methane and nitrous oxide.

Verified annual emissions reports must be submitted by March 31 each year.

The first maritime compliance period will run from July 1 to December 31, 2026.

Operators must surrender allowances covering emissions from both the 2026 and 2027 scheme years by April 30, 2028.

Maritime operators that fail to surrender sufficient allowances by the deadline face a penalty of £100 per missing allowance, adjusted for inflation, in addition to having to surrender the outstanding allowances.
