New Supplier Oleum "Making A Difference" in West Africa's Bunker Market

New physical bunker supplier Oleum DWC-LLC (Oleum) is aiming to make a difference in the West Africa bunker market by bringing a unique approach to both service and supply in the region, according to Oleum Sales Manager Michael Hedager, who spoke to Ship & Bunker following their launch last month.

"We're trying to make a difference, and we're trying to make the process as transparent as possible," Hedager told Ship & Bunker.

"We source our own cargoes directly from majors or independents, and we supply to ISO8217:2010 specification with our own tonnage, which are all equipped with flow meters."

"So everything in the entire supply chain is in our control, from the loading of our cargo, to the actual supply on site in West Africa."

The supplier says it currently has three bunkering tankers, one with a capacity of 10,000 tonnes, and two with a capacity of 13,000 tonnes.

Oleum, whose head office is located in Dubai, was jointly founded by Dan-Bunkering and Endofa - who itself only launched West Africa physical supply operations at the end of 2012 - but operates as a fully independent entity.

"Dan Bunkering have been looking at the physical side for some time now, and this seemed like the right time to move on that," said Hedager, who joined Oleum from Dan Bunkering.

"Dan bunkering had the finance available. Endofa had the experience."

Oleum's supply focus is currently from Abidjan to Lagos, and Sao Tome to Pointe Noire.

Looking ahead, Hedager said their aim is to be a significant player in the region and plan to expand rapidly during the next few years.

"Starting out with 3 tankers seems like a good start to get all operations streamlined and a steady supply flow. Already now we see new customers calling every day, so soon we will have to add more tankers to our fleet," he said.

And Hedager added that it was "no secret" they are aiming for the region's major clients.

"I think what we're offering makes a difference to them," he said.

"We're also offering fixed price agreements or forward fixed bunker prices, and would welcome enquires from anyone looking to secure their fuel budgets in advance," Hedager concluded.
