Russian Bunkering Rule May Violate Competition Law

Russia's Federal Antimonopoly Service (FAS) is calling for a reversal of customs rules limiting bunkering at some seaports to dedicated oil terminals, Russian news site PortNews IAA reports.

The agency says the Central Energy Customs (CES) should reverse its instructions on the issue, which it says could limit businesses' choice on where and how to buy fuel and may violate the nation's laws on competition.

CEC, which falls under the authority of Russia's Federal Customs Service, covers customs issues around energy and energy transport.

Offshore bunkering in Russia has been a contentious issue in recent months, with various government players weighing in on the CEC rules.
