VPS Launches New MFM Performance Investigation Service Ahead of Singapore Reg Implementation

Veritas Petroleum Services (VPS) Friday announced that it has launched a new Mass Flow Meter (MFM) Performance Investigation Service to support the dispute resolution process upon Singapore's implementation of MFM requirements on January 1, 2017.

"Quantity shortage claims between the supplying barge & the receiving vessel will remain – as the receiving vessel will continue to use their own measurement to determine their received quantity," said VPS, noting that it has had involvement in many areas associated with the new regulation.

"This additional added-value service will further compliment VPS' existing bunker quantity survey offerings."

VPS explains that the new service will be carried out by instrumentation engineering experts that specialise in MFM technology.

The service itself will review dispute claims between supplied and received quantity difference, propose necessary MFM document access, and investigate MFM working data, including MFM transmitted logged data in ASCII format, transmitter setting, stored value verification etc.

From findings, VPS notes that the service will objectively determine whether the MFM meets operating conditions, and where the requirements are not met, a MFM technologist will develop reasoning and recommendations for the receiving vessel.

"The VPS MFM Technologist approach will not only add value to the existing BQS work with more advanced MFM reporting capability, but also play a key role in quantity dispute cases where and whenever additional investigation is required," said VPS.

In September, VPS gave its endorsement to the new Standard Operating Procedure (SOP) for Surveyor's work when using MFMs, which was released by the International Bunker Industry Association (IBIA).
