Another Bunker Supplier Exits Singapore Market After BDN Misuse
Coast-Channels Marine Services Pte Ltd (Coast-Channels) are the latest player to exit the Singapore bunker market after being found to have breached the terms and conditions of their bunker supplier's licence.
In a statement today, The Maritime and Port Authority of Singapore (MPA) said it decided not to renew the bunker supplier's licence, which expired on June 30, 2013, because it had allowed other companies to use its Bunker Delivery Notes (BDNs) to supply bunkers to the customers of those other companies.
As all bunker suppliers and bunker craft operators in the Port of Singapore are required to be licensed by MPA, Coast-Channels will no longer be allowed to operate its bunker services.
MPA said non-renewal of licence is akin to a cancellation, and noted it was the second such case of BDN misuse this year.
The licences of bunker supplier Golden Lights HS Bunkering Pte Ltd and bunker craft operator Shing Li Shipping Pte Ltd were cancelled last month, while the licence of G-Fuel Pte Ltd was cancelled effective December 15, 2012, all three of which were for BDN misuse.
MPA said it wanted to emphasise to all licensed bunker suppliers that the bunker supplier's licence is not transferable under the terms and conditions of the bunkering licence.
Coast-Channels' exit from the market means there are now 69 suppliers on MPA's list of accredited bunker suppliers.
