MPA Cancels Palmstone Petroleum's Bunkering Licence Over BDN Misuse

The Maritime and Port Authority of Singapore (MPA) said today it has cancelled Palmstone Petroleum Pte Ltd (Palmstone Petroleum)'s bunker supplier licence because it misused Bunker Delivery Notes (BDN)'s, the third such case of BDN misue by bunker companies in Singapore this year.

MPA said the cancellation, which was effective from today, was specifically due to a breach of Clause 3 of the terms and conditions of the Bunkering Licence (Bunker Supplier) by allowing another company to use Palmstone Petroleum's Bunker BDNs to supply bunkers to customers of that other company.

As all bunker suppliers and bunker craft operators operating in the Port of Singapore are required to be licensed by MPA, Palmstone Petroleum will no longer be allowed to operate their respective bunker services.

Palmstone Petroleum becomes the third supplier, and the fourth bunker company, this year to loose their licence over BDN misuse.

MPA said last Monday that it decided not to renew the bunker suppliers licence of Coast-Channels Marine Services Pte Ltd, a move it described as akin to a cancellation.

Last month MPA cancelled the licences of Golden Lights HS Bunkering Pte Ltd (Golden Lights), a bunker supplier, and Shing Li Shipping Pte Ltd (Shing Li Shipping), a bunker craft operator.

Palmstone Petroleum's exit from the market means there are now 68 suppliers at the port, all of which are on MPA's list of accredited bunker suppliers.
