Fratelli: Singapore Mass Flow Meters Will Change Everything

Fratelli Cosulich Bunkers (S) Pte Ltd (Fratelli) says the introduction of mass flow meters (MFMs) for bunkering in Singapore "will change everything."

"[The MFM] is useful because it is accurate, but also allows us to understand the process of bunkering even if we're not onboard," Ship Management Executive Lim Chiow Sian was quoted as saying in a recent opinion piece posted by the company on LinkedIn.

"We can use mass flow meter data to produce tools such as the bunkering profile, which allows us to provide better and more accurate service to our customers."

Managing Director Guido Cardullo adds: "It will rebuild the trust between shipowners and bunkers in Singapore - trust that was lost in the last few years."

As Ship & Bunker has previously reported, From January 1, 2017 it will be mandatory to use an Maritime and Port Authority of Singapore approved MFM system for Marine Fuel Oil (MFO) bunkering in Singapore.

Fratelli notes it was one of the few companies pushing for an early implementation of mass flow meters, and last year CEO Timothy Cosulich said he hopes the move will result in the port's "second-tier" bunker companies exiting the market.

If such players are forced out of the market, Cosulich believes its margins will improve "by maybe 10-20 percent."
