Singapore Wants More Mass Flow Meter Use

Maritime and Port Authority of Singapore (MPA) said in a statement today that it wants more bunker players to adopt mass flow meters for bunkering.

Speaking at the opening ceremony of the 17th Singapore International Bunkering Conference and Exhibition (SIBCON), Minister for Transport, Mr Lui Tuck Yew, said that in order to encourage the uptake of the metering technology MPA has developed an industry guide for the use of mass flow metering system.

The step-by-step industry guide provides an overview of the requirements for applying a mass flow metering system during bunker deliveries in Singapore and is available now at no cost on MPA's website.

"With the introduction of the industry guide, MPA hopes to encourage more bunker players to adopt mass flow meters so as to promote the development of a Singapore Standard for Mass Flow Metering System in the future," it said.

In other measures introduced by the port today aimed at enhancing the quality of bunkering in Singapore, the port said it will provide more detailed information on the bunker suppliers in the port including whether a supplier uses mass flow meters, and would also take action on recent allegations of frothed, or "Cappuccino Bunkers", at the port.

In August, P&I club West of England said that volumetric or positive displacement flow meters could be fooled by Cappuccino bunkers, but the use of mass flow meters, such as versions of the Coriolis meter, produce more accurate readings.
