The Maritime and Port Authority of Singapore (MPA) has issued a reminder to marine fuel suppliers that any fuel supplied to ships heading to the U.S. Caribbean Sea Emissions Control Area (ECA) must comply with new sulfur limits that take effect January 1, 2014.

"From January 1, 2014, all ships operating within the US Caribbean Sea ECA shall only use fuel oil with sulfur content not exceeding 1.00%, and from January 1, 2015, fuel with sulfur content not exceeding 0.10%," MPA said in a circular.

"Shipowners are also advised to properly maintain clear entries in the oil record book and ensure the [bunker delivery note] is in good order as documentary proof of vessel's compliance to the requirements."

The new rules, mandated by the International Maritime Organisation (IMO) extend the limit on sulfur content that took effect in 2012 for the U.S. mainland, Alaska, and Canada.

The U.S. Caribbean ECA covers Puerto Rico and the U.S. Virgin Islands.
