Singapore: MPA Issues RFP for LNG Bunker Supplier Licence
The Maritime and Port Authority of Singapore (MPA) Tuesday announced its first Request for Proposal (RFP) for interested parties to apply for the Liquefied Natural Gas (LNG) bunker supplier licence.
MPA said applicants are to propose an end-to-end LNG bunkering supply solution that details, amongst other things, their bunkering supply and delivery model, LNG sources, and marketing plans for the sale of LNG to customers in the Port of Singapore.
Applicants have until September 30, 2015 to submit their proposals, and a shortlist will be announced at the end of the year.
In October last year, at SIBCON 2014, Singapore's Transport Minister Lui Tuck Yew announced a subsidised LNG bunkering pilot project,
"We will provide funding of up to $2 million per vessel for up to six LNG fuelled vessels that are participating in this pilot programme that will help us in the testing of safety procedure and standards here in Singapore," Lui said at the time.
"MPA is evaluating the most cost-effective mode of LNG delivery to test and establish operational standards and procedures."
Successful applicants of the RFP are expected to supply LNG bunker to support the LNG bunkering Pilot Programme that is scheduled to commence in early 2017, said MPA.

In April MPA signed a Memorandum of Understanding with the Port of Rotterdam that, amongst other things, will see the two parties collaborate on research and development relating to LNG bunkering.
