9% Non-Compliance in New Shanghai ECA

Shanghai Maritime Safety Administration (MSA) says that 10 out 108 vessels inspected for compliance with at-berth Emission Control Area (ECA) rules have been found to be in violation of the new rules, Chinese media reports.

The inspections, which were said to have been carried out in April and May, also foundĀ 37 vessels were polluting the air along river sections covered by the ECA, although only at-berth regulations are currently in effect.

As Ship & Bunker previously reported, the Yangtze River Delta (YRD) ECA came into force on April 1, 2016.

The non-compliant ships escaped any fine, and instead were given a warning.

In April, less than two weeks after the ECA had been implemented in Chinese waters, the MSA was reported to already be enforcing the regulations, having issued penalty notices to ships that were unable to provide bunker delivery notes or appropriate fuel samples.
