Hong Kong's Environment Bureau says it has published a plan for reducing air pollution in the city-state, addressing a range of industries including sea transportation.

"This administration has accorded top priority to improving air quality among all the green policies," said Secretary for the Environment Wong Kam-sing.

"The air quality policies are premised on the protection of public health and the goal is to achieve the new Air Quality Objectives largely by 2020."

The government said it is also continuing to "implement international standards" on emissions from ocean-going vessels using local legislation.

Hong Kong has been considering measures to reduce ship emissions including mandating the use of low-sulfur fuel at its ports and adding cold ironing facilities in some locations.

One proposed law, which could take effect in October 2013, would cap sulfur content in fuel used at berth at 0.1 percent.
