MPA Issues Circular on Flow Meter Requirement

In a new circular, the Maritime and Port Authority of Singapore (MPA) reiterates that all new bunker tankers applying for bunker tanker licence must be fitted with an approved mass flow meter (MFM) for delivery of marine fuel oil (MFO) by December 31, 2014.

Existing bunker tankers operating in Singapore must begin using the systems by December 31, 2016.

The requirement for the use of MFMs, which will be universally required in the port starting on January 1, 2017, was first announced on April 8, 2014.

"As the world's leading bunkering port, it is important for Singapore to provide quality bunkering services to vessels lifting bunkers in the port," the MPA said.

"The use of the Mass Flow Metering (MFM) system for bunkering in the Port of Singapore will not only enhance transparency in the bunkering process, but also improve operational efficiency and increase the productivity of the bunker industry."
