MPA Proposes Voluntary Bunker Consumption Data Collection Scheme

The Singaporean port authority has invited Singapore-registered ships to participate in a scheme to collect data on their bunker consumption from the start of next year.

According to the Maritime and Port Authority of Singapore (MPA), the voluntary scheme is to ensure a smooth transition to mandatory collection which starts the following year.

"This voluntary experience building phase (VEBP) will help MPA and the shipping community ensure the smooth implementation of the International Maritime Organisation (IMO) data collection system of fuel oil consumption (DCS) from calendar year 2019 onwards and identify any implementation issues relating to the DCS," the authority said in a port circular.

The scheme applies to Singapore-registered ships of 5,000 gross tonnage and above. It does not apply to ships operating within port limits. Collected data should be submitted to the MPA on a monthly basis.

The environment committee of the IMO agreed at its 70th session (MEPC70) that bunker fuel consumption data should be collected from the start of 2019.
