USCG Provides Guidance for LNG Fuel Transfers with SIMOPS

The U.S. Coast Guard's (USCG's) Office of Operating and Environmental Standards has issued guidance for evaluating simultaneous operations (SIMOPS) during liquefied natural gas (LNG) fuel transfers.

The policy letter, which pertains specifically to SIMOPS set to take place at Waterfront facilities that handle LNG, is intended to provide guidance to Coast Guard Captains of the Port (COTPs) involved in LNG fuel transfer operations.

SIMOPS are noted to include passenger and crew embarkation and debarkation, loading of stores and cargo, and discharging waste, as well as loading and unloading of other materials.

"In locations where LNG bunkering operations are proposed to occur, cognizant COTPs are encouraged to determine in advance whether the facility and vessel owner/operator intend to conduct SIMOPS in the waterfront facility's marine transfer area," stated the policy letter.

"If SIMOPS are planned to occur, COTPs should consider the discussions and recommendations provided in this policy letter when evaluating Operations and Emergency manuals for LNG facilities regulated under 33 CFR 127."
